Mapping Research to Federal Funding
August 02, 2026
A deep dive into how our matching engine connects emerging discoveries with live SBIR/STTR grants and defense funding.
The Funding Gap
The most innovative research is commercially useless if it cannot be funded. Many promising discoveries never attract capital because the matching between research characteristics and funding programs is opaque, manual, and slow. SBIR and STTR grants, in particular, have strict eligibility criteria, niche topic requirements, and rigid submission windows.
How the Matching Engine Works
VentureScout's matching engine automates the alignment between discovery attributes and funding programs through three stages:
1. Attribute Extraction
Each discovered invention is profiled across dimensions that funding agencies explicitly query:
| Attribute | Funding Program Relevance | |-----------|---------------------------| | Technical field / subfield | NSF, NIH, DOE program codes | | Innovation novelty | Merit review criteria | | Commercialization stage | Phase I vs Phase II SBIR eligibility | | Sector (biotech, clean energy, AI) | Agency-specific directorates | | Team capability | PI track record requirements |
2. Live Repository Scanning
The engine continuously queries:
- SBIR/STTR: All active solicitations across 11 federal agencies
- Defense funding: AFRL, DARPA, SERDP, ESTM programs
- Corporate venture: Aligned corporate innovation themes and CVC active areas
Matches are scored on relevance and eligibility, not just keyword coincidence.
3. Real-Time Ranking
Discoveries are ranked by:
- Match percentage to active solicitations
- Competitive proximity (how many other applicants target the same call)
- Submission window remaining (days/hours)
- Historical success rate for similar technical domains
Why Automation Beats Manual Tracking
A human can realistically monitor 3–5 funding calls at once. The matching engine monitors 200+. The difference is not just volume—it's that the engine surfaces matches the human would never think to search for: a materials science paper aligning with a Department of Energy energy storage call, or a biotech discovery matching a defense biomedical research topic.
Results
Early integration shows a 4× increase in identified funding opportunities per discovery, with the same or lower human review time. The engine does not apply for grants—it surfaces the best matches, and the human decides which to pursue.
